Add docs to a charm

Join a Juju machine and its workloads to a tailnet.

tailscale-beacon is a subordinate machine charm that installs the Tailscale snap and joins its host to a tailnet coordinated by Tailscale or Headscale. Every service on the machine can then be reached according to the tailnet ACL policy.

Credentials can be supplied by tailscale-config over a relation or manually as a Juju secret.
