Charmed operator for slurmdbd

As part of Charmed HPC, this charm deploys and manages slurmdbd, the Slurm database daemon. slurmdbd provides a secure enterprise-wide interface to a database for Slurm, enabling job accounting and archival of accounting records.

This charm integrates with a MySQL database or router to store accounting data and exposes this data to slurmctld for job and resource tracking.
