Add docs to a charm

Log aggregation and forwarding charm with syslog export support.

Log aggregator charm based on the OpenTelemetry Collector. Collects logs from related charms and forwards them to configurable destinations including syslog endpoints (e.g. Wazuh SIEM). Supports log body normalization to JSON for downstream consumers that require structured log formats.

This charm is a fork of canonical/opentelemetry-collector-k8s-operator with additional syslog forwarding capabilities.
