VPN gateway for Kubernetes charms using gluetun and pod-gateway

Runs gluetun as a VPN client with pod-gateway VXLAN overlay networking. Consumer pods route traffic through this gateway via the vpn-gateway relation.

Requires --trust for StatefulSet patching. Deploy outside Istio Ambient mesh namespaces.
