Add docs to a charm

A local mirror of the ClamAV database.

Maintains a local mirror of the latest ClamAV databases. Workloads that perform ClamAV scans in ephemeral environments need to fetch fresh copies of virus definitions before doing anything else; but if they do that using the default configuration that points to database.clamav.net, they will likely find themselves rate-limited in short order. To avoid that, point those workloads at a deployment of this charm instead, which maintains a local mirror more economically.
