* configure-resources

  Create or discover Neutron and Nova resources for Octavia in the deployed
  cloud. This action must be run after deployment is complete and is a
  prerequisite for successful consumption of the Octavia load balancer
  service.
* openstack-upgrade

  Perform openstack upgrades. Config option action-managed-upgrade must be
  set to True.
* package-upgrade

  Perform package upgrades for the current OpenStack release.
* pause

  Pause services.
  If the deployment is clustered using the hacluster charm, the
  corresponding hacluster unit on the node must first be paused as well.
  Not doing so may lead to an interruption of service.
* restart-services

  Restart services.
  Restart the services the charm manages.
* resume

  Resume services.
  If the deployment is clustered using the hacluster charm, the
  corresponding hacluster unit on the node must be resumed as well.
